Is there a reason why List Contains Item is only available as an option on App State lists?

I'm trying to do a condition within an Action for if a list contains an item on a component state list that's been returned, but the option isn't there. However if I try it on an appstate list it's available.

Am I missing something in regards to which Action to perform? I've written a custom function, but these are tied to types so I have to write one for every list type I want to search
