Button not working when in stack

Troubleshooting

For some reason, whenever I go into test mode, I am unable to click the button highlighted in blue. Its at the most forward place in the stack and when its outside of the stack (and not overlapping with the webview), it works fine.

I would appreciate any help, thank you.

What have you tried so far?

I have tested putting it in different locations, and it only doesn't work when its overlapping with the webview.
