Can a custom widget publish a custom action?

Hi people,

Can a custom widget publish a custom action? E.g. in a custom google map widget, can I publish a "move map centre" action that can be called from outside the widget? If not, what work arounds do people use.

Also, do people find ways to eliminate directly using app state variables within custom code?

What have you tried so far?

I've tried using app state variables to detect changes outside my widget such as button presses and LatLng values
