Check Box Group is Pop Up when Conditional

I'm trying to set up a checkbox group to only appear when a switch is toggled on. I have set the conditional value for the checkbox related to the switch. In test mode, when the switch is toggled on, the checkbox group then appears as a pop up in front of the rest of the page. It doesn't appear there is a way to make your selection and then close the pop up. I'd really rather no pop up at all. Am I not setting the conditions correctly? Any help is appreciated!

What have you tried so far?

I've tried deleting the checkbox group widget and creating a new one. I've tried placing the checkbox group into a container and then setting the container to be conditional instead (same trial with a card instead of a container). None of these were the solution I'm looking for.
