does conditional visibility apply to form validation?

I have a form where some of the text fields have conditional visibility. They are all inside a form and it seems that when I validate they are overlooked(as I would want). I just want to make sure that I am understanding the behavior correctly.

The screenshot shows the text fields I am talking about, they each have conditional visibility as the user may already have some of the information in their account.

What have you tried so far?

At first I was trying by having some default initial text on the text fields but upon trying without it seems to have worked with no issues.

I actually found a thread with this question but no answers, and for some reason I could not upload a comment.
