edit the date of date/time picker

I want a user to select only the time and set all dates to the same default date. However, because of timezones, the date entered in the database can be a day ahead (UTC +0) , even though it shows the default date for user timezone. Is there a way to edit the date after its picked? Also, is there a way to store the timezone of user?
