Email already used when using Firebase

I have deleted all the user documents in my "users" collection but when creating a new user for testing under the same email it says it already exists. This is all in the Test Mode not in production

What have you tried so far?

I tried deleting the documents in the Firestore Data Manager but the problem stays.
