Error Creating Firebase Project

I am trying to connect my project to FireBase but received the following message "The firebase project XX has been partially configured, but you do not have permission to access it. This often occurs if you start creating a project with one Google account and continue with another. Please use a Google account that has access to the project, or choose a different project ID to start a new Firebase project."

I may have connected firebase via a different gmail. I have deleted that firebase and shut down the account completely. It doesnt seems to work. Can anyone advise?

What have you tried so far?

I have tried the following:

1) I tried creating a new Project ID, but it doesnt work.

2) I have gone through this site and followed the instructions, it doesnt work. It doesnt allow me to add firebase as a member. It has the following message "An organization policy restricts that only users from specific domains are allowed. Please contact an organization admin.
