How do you actually use view conditional?

I have been having issues trying to use the conditional view with anything other than boolean. I have a dashboard and I only want the alert if you are an owner AND the firestore query count is greater than 0. It seems to be impossible to do?

What have you tried so far?

over 5 hours today trying every switch and option from single condition to multiple conditions AND OR none of it works as expected in my head.

The Container with the PROPANE REQUEST I only want to show if that 0 is greater that 0 AND in the user auth IS OWNER. I use the IS OWNER all the time but never been able to have it work with anything other than the TRUE/FALSE.
