how do you generate api key?

I have the free version.

doc says it should be on the account page, cannot find how you create the api key

one site says you should

Create a new Key if not available​

1. On your Cloud console, click the Credentials menu on the left.

2. Click on the + Create Credentials at the top.

3. Click on the API Key to create a new key for the Android app. Similarly, create one for iOS and Web.

Cannot find Credentials menu in upper left...
