how do you make a functional profile page?

Troubleshooting

i have a profile page but when I want to make an option to create an avatar picture... it won't let me add in a picture except for the default pic I have? adding a photo or Anything, does not work!

What have you tried so far?

Watching YouTube videos, and getting to where I can choose a picture.....but after picking a picture nothing happens!
