Is opening the AdMob account sufficient, or is it necessary to open AdSense as well?

I have completed my project thanks to FlutterFlow, and now I want to add an ad banner, open the AdMob account, and earn some money, but I'm disappointed. AdMob responded that it has not been approved. I don't know why.
