Push notification sent to 0 devices

I've tried to trigger a manual push notification and got the error above. Not sure what's wrong. Trying to get a push notification to web app users. As I understand it, the user needs to be authenticated but not have the web app open... ??

What have you tried so far?

I've followed the Youtube tutorial. I've referred to this troubleshooting article: Push Notification Sent to 0 (Zero) Devices | FlutterFlow Help Center (intercom.help)

Just get the same error. Not sure what to try next. It looks like it should be easy...
