App States are no longer able to persist values over an App close-reopen

What have you tried so far?

I have tried to narrow down whether its an isolated type. Appears to be all types, string int double even json is not persisting values over app close and reopen.

I am very much aware App States (persist ON) cannot persist values over reinstalls but these tests are all app close and reopen tests.
