Should apply blur toggle disabled on Blur widget

When i add a blur widget, the toggle 'should apply blur' is by default enabled and is disabled. Can't update it to false. See image below.

Any idea why? I need to be able to conditionalize this setting, but how it's showing right now seems that for some reason it can't be set to false.

What have you tried so far?

Read documentation, removed/ added widget to different page. Searched in the community and google.
