Upload Image while Registration or Sign up

FF family i need help:

actually i want to store image documents while sign up or register to firebase so that admin can check documents then approve. but it shows error firebase rules not setup. how can i fix it please guide me

What have you tried so far?

i have searched youtube and other resourses it says update security rules but can not resolve
