Can I add dependency to a Custom Function?

Are we able to add dependencies to Custom Functions? Unlike a Custom Action, I see no option to add a dependency.

I have a Custom Function that needs to use timezone package but I see no way to add that. Do I need to use a Custom Action instead? It seems strange that we cannot add a dependency to a Custom Function.
