Make sure more than 1 dropdown option is selected

Hi,

I have a dropdown configured as follows:

I am trying to ensure that at least more than one option has been selected. I have defined a custom action as follows:

As you can see the DropDown field is red so I cannot select it.

I can't quite figure out what I am doing wrong.

Any ideas?
