Google Play Store Deployment Changed

I am trying to follow the guide to deploy to the Play Store, but they're pointing to the API Access, which is now no longer available on Console.
How do I go about doing it now?

Side note: I am trying to update an existing app developed and deployed through AppSheet, what do I need to retain to deploy this version as an update?
